SHIELD has masses of paperwork. Fury believes on keeping the really confidential stuff actually on paper because he's paranoid and thinks it's safer and easier to destroy, so there's that. Then there are the electronic reports to fill in, which contain the less confidential stuff. Then there are their personal reports and logs, which thankfully are much less formal (although 'no Clint, I shot people, want sleep now does not constitute any form of report'). Then there are the copies. Masses. Of. Paperwork.
Clint complains about it. A lot. Then one day Natasha joins in with a few comments. She shouldn't have done that. Because then Coulson starts making up paperwork just for them. They don't realise at first, then they do, and he still insists on them filling it in. He will pester them until they do. (Possibly Fury or Hill or others join in?)
(And then they know that Coulson isn't dead when they get their paperwork packets/files to fill in a few days after the alien invasion and there is paperwork personalised to them and this specific incident, as per Coulson's MO...)
