Since the World Security Council used SHIELD to try to NUKE NEW YORK the Avengers decide to go independent. How does that work out? Maybe they decide they need a larger roster and run some kind of recruitment campaign? (Opportunity to include comics characters!) Maybe there's a legal issue?
