If the Black Widow movie does go ahead (Scarlett confirmed it in June 2012, but since it wasn't announced at Comic-con I'm assuming it's very much a 'if we get all our ducks in a row' thing. Isn't Scarlett supposed to be about to spend a year on Broadway???), and especially if the events of CA2 spark it, Hawkeye would almost have to be in it.
Marvel's probably waiting to see if the character gains a stronger profile in the movie franchise (or Jeremy Renner does, because at this stage they'd need another actor for Hawkeye until at least his mid-twenties) before they risk it. I hate to say it, but Hawkeye's not exactly the most well-known character of the Marvel stable - heck, I'd never heard of him before he popped up in Thor. (mind you, I'd never heard of Ant Man, either, until he popped up in a 'characters Marvel should do next' article on Mutant Reviewers from Hell)
To be honest, I think I'd rather see a 'Black Widow and Hawkeye' movie anyway. Scarlett said the BW movie would be an origin story, so I'd love to see just how Hawkeye 'made a different call'. She's exactly the sort of character Joss loves, so maybe it could be his next (or even warm-up) project after Avengers 2?
