They're told something along the lines of: first get a plant. If that's still alive after a year, get a pet/a dog. If that's still alive after two years, then maybe you can try for a relationship. So, Clint or Natasha, you chose, doesn't feel ready for a relationship so they get a plant and then a pet...Love to see how/if those would survive in a SHIELD environment/lifestyle and if (please!) eventually they get together...
