(I'm viewing that as Fury lying to his superiors to protect Clint - because chest-shot is easier than headshot/ more logical to aim for when without the time to line up a shot -, especially if Clint was still disorientated from the spell; the intent would be to get Fury to out of action, IMO)

To play devil's advocate: One could argue that Clint would have known Fury was wearing the kevlar. So if he was going for a kill he should have aimed for the head anyway...

I know that line of thinking! But given that the room is about to collapse, and how much a shot to the chest would actually stun a person (and Fury is far from young) I don't see shooting him in the chest to be an automatic life-saver. If Clint was still disorientated from the spell, the easiest target is the torso, and that'd still get Fury out of the way and out of action.
